It really feels like Ubisoft/Massive are just letting this game die just like Siege. Another really good game in principle that they woefully failed in execution and either they didn't want to invest the money in fixing or didn't know how to fix. Not sure which is worse, greed or incompetence.
Siege had issues that in my opinion could be simply fixed as they were mostly server problems and they still did nothing. To kingkilla56's point, this has now become the foundation of the player base for Division. That's not as easily fixable. I would be very interested to see if a loot system nuke like Diablo had even fixes this game or if it will always be about finding the next exploit.
