Depends on what they mean by significant. You could cut the planet in half and they might night save any geometry changes since that's a lot of data to store. Instead they'll just store the seed the planet was generated from, and when I come across the same planet it looks completely different than what you saw, it just has the same type of atmosphere, life, and perhaps the name you gave it if you did the requisite tasks that are required to open up that option.
Significant could just be the status of relics, traders and the faction on that planet, and the rest is thrown away. At least that's what would make the most sense to me based on how they seem to be approaching a lot of things.
I expect the vast majority of players won't ever come across another planet if they're dispersed evenly throughout the universe, less than 1% of the planets in the game will probably ever be visited.
