Do you have to buy an official xbox memory card to use action replay?

No. You don't have to.
It comes with a memory card. However, many many many many people are unable to use them - especially for larger saves. Is an complete lapse of QA, a lot of the cards are corrupted. In that case, a lot of people suggest using an Official M$ card. You can also just contact the manufacturer for a replacement.5WG | Facebook | Twitter | fiftytwoplays

It seems to be the memory card. I can't think of a case I helped with (and there were a whole lot) where it wasn't the memory card.
