Me too, snapped both are necks within 10 seconds and got the final thing.
For me, breaking necks is just running around like a madman hitting A repeatedly, hoping I can get behind someone and hit a at the right and he'll grab their necks. It's worked a few times, but I'm still never able to sneak up on people and get them without them knowing I was there.

I'm getting pretty good at breaking necks, I just get behind the guy and press A. I find it easier to drop a smoke grenade, this slows down the reaction of the merc and makes it a lot easier to get behind him.
