I would could name different studios that would have been my answer at various points over the years, but for one reason or another I can't really stick with them. I'll go with SquareEnix.
I don't think that they put out the best games ever necessarily, but their games are consistently of very high quality for the niche that they operate in, they haven't had any kind of oppressively cash shops (though FF14's does make me a bit angry), and I think they have the best graphical designers on the planet (which I say even as someone who doesn't probably doesn't rate graphics in the top 5 of things that I look for).
