Yeah if the left turner has a green arrow, if you're turning right you must yield because at that time you have a red which means technically you must come to a full and complete stop, then yield to any oncoming traffic.
A problem intersection around here is that there is a RIGHT GREEN ARROW (but a solid red simultaneously) indicating that right turning vehicles have the right of way. Which is true. The problem becomes that the oncoming traffic has a green solid at this same time, but oncoming their way is not going because they're still waiting on the red solid.
It's terribly designed and assumes that people will stay in the left most lane turning left on to the road and the right turning cars will stay in the right. There are multiple businesses in this area including a high traffic Wawa.
Just like doc said recently, the zipper merge is how it's supposed to work. But unfortunately, you add humans to the mix and "how it should work" is thrown out the window. I actually just saw that some states are going to crack down and make sure people zipper merge. Good luck with that!
