If this is about your other car thread, this isn't your problem.
It is metal dust or something similar, that floats in the air and is attracted to your car, usually around industrial areas. It sticks to the paint and can cause spots/rust in your paint if let there. You can 'feel' them by running your hand across the hood, trunk, top of your car. If you feel a roughness, its most likely fallout. If it is smooth, there is nothing there. A clay bar treatment will remove any fine particles.
This really would not affect the paint on a new car and would only effect the parts of the car where it was at, not the entire paint surface.
