Basically it means "oh well, nothing I or we can do about it. It meaning whatever.

As someone who is overly fond of understated comments, I use it all the time. The best time was when I went to a going away dinner for my cousin a few years ago, and I said to some of the people there, "Yeah, I haven't seen you guys in a minute", and it had been about 15 years since I saw them.
As one of the older Black folks in this thread, I'm going to go ahead and say I invented the saying around 1998.
Also I'm going to claim, "It Is What It Is" too, since I've been using that one since about 1993. I shoulda trademarked it.Jordan Mychal Lemos
