    No, he means the guy who ordered it placed the snakehead in after he got the meal and then complained for the attention/money.

          Yup - but I don't think this is a hoax since the guy says he isn't suing. I mean, I guess it could have just been for attention or a free meal, but that seems a bit excessive to me

          Anyway, it's very plausible that the head got mixed into the brocolli at some manufacturing plant and ended up getting delivered to Fridays. After all, the FDA allows that a certain amount of insect and rodent parts are allowed in all processed foods - for example, FDA regulations allow for "30 insect fragments or 1 rodent hair per 100 grams" in any jar of peanut butter. So while the snake head is a more visible example, almost all the food we buy has a certain level of contamination.
