I only have a problem with the school using a webcam to spy on the kids at home. Why should the school have access to what the kids are doing, when not on the school computer, and outside of the school?
I have no problems with the school looking through the student's browser history, or investigating the files on the computer because unless the kid paid for the computer and software with his own money, it is the property of the school and they have every right to look through their own property. In addition, the fact that the school has the right to browse through the kids' computers, and that the school is the only one with administrative rights for the computers, should have been mentioned when handing out the laptops.
In my job, we are issued company computers on our first day of employment. We are told MANY times that the computers are not our property, but the property of the company and that they have every right to search through it at any and all times. They also retain all administrative rights so we can't install anything on there unless we get approval from the company and their IT folk do the installation. Basically, you'd have to be an idiot to browse porn on it, or go to websites that are "iffy" even if you are browsing from you own home network. Still, there are some stupid people who treat the computer as if it was their own and have done many very, VERY stupid things. I have no remorse for those individuals who have done iffy things and gotten escorted out by security because of it. If you work at our company, you certainly make enough money to buy your own personal computer using your own money. There's no need to basically steal the company's computer and then cry foul when your are repremanded for doing things with it our company specifically and clearly prohibit!
