No, it's introspective and is explaining that killing is not to be taken lightly at all, it's a monumental deed. It's as said by Clint Eastwood to a young cowboy gunslinger wanna-be who just killed someone for the first time. He's asking for absolution from Clint as he is questioning if he did the right thing or not. Clint will not give him absolution but rather says that quote to show him the magnitude of just what he's done.
