One... how did the dog know the police and fire department were coming?

Two...how did he know GPS wasn't working?

Isn't it more likely the dog did this with EVERY car and this time it seemed heroic?

Actually...I say no.
Dogs, like most animals are hypersensitive to danger. They also have an inherent instinct to help IMO. Add to that their smarts...and viola!
