            I believe you can decline selling it to the person if there's a good reason for it and repost the auction.

                    Why my upload speed is so high, I have no clue. This is on wireless too.

                                                Mine just went up up to $139.68 a month about a month ago ($10 increase). It's for cable internet and TV though.
