That's a crappy (pun intended) toilet display. I built a few in my day at Home Depot.

I built a 2'x4' box, tiled it, put a flange down, put a piece of cpvc coming through the floor, glued on a shut off valve, and hooked a supply line up from the valve to the toilet, and then bolted the toilet to the flange just to build a display and for a class on toilet installation. I also put casters on it so you can roll it around. I was an over achiever in Kitchen and Bath.
