Ban footballforever then un-ban him 10 seconds later. Then ban him again about 33 seconds after that. Hire someone to write a code that bans and un-bans him on a whim.

We tell people it's when they are banned TWICE from the same loction. They actually think it's a more serious offense

Or it could be BestServedCold. The "contest" is pretty ambiguous. Say who you want to have banned, which ever post has the most likes will win. But it doesn't say what you get if you win. It just says I'll ban whoever you want me to for 1 month in the title.
