No, the USGA traditionally tries to set up the course for the US Open so that even par will win. Now sometimes the weather doesn't cooperate and softens things up and players can go really low, but not as often.
Last few winning scores -16 (tied record low), -4, -5, -9, +1, +1, -16 (record set), E, -4, -1, +5, E, etc. etc.
Most certainly not really low scores compared to other majors and tournaments.
Augusta is also not the hardest course on the planet. Just off the top of my head, Bethpage Black is considered a harder test. And there are more.
