Because the schools have had issues with it. The guy who made them last year had his site taken down by either the NCAA or a school? Don't remember all the details but he posted here and explained what happened.

As far as using it for an avatar it is okay unless it starts a bunch of discussion about making covers since the posts would get locked.

                Well...its like this:

                Some background info:

One of the tenets of the NCAA is to promote amateurism in college athletics. Therefore NCAA athletes are not compensated for their participation. If you pay attention, all of the cover dudes for NCAA football have graduated/gone pro by the time that the game is released. They do this because if they use a player that is currently enrolled at an NCAA school such as OSU’s Maurice Clarett he might possibly be entitled to some endorsement money for use of his likeness.

Some reasoning behind this is that by putting an individual on the cover, that person is the one endorsing the game not a specific NCAA sanctioned team. There could be some legal merit to the idea that the individual player should get compensated and not the NCAA. This is a legal and financial minefield that the NCAA wishes to avoid, so no current players are allowed to be on the cover or they risk losing their eligibility.

Last year some guy decided that he would like to see some else on the cover of NCAA Football 2003 other than Joey Harrington (remember, by this time Joey had graduated). He sent up a website and started making covers using current NCAA star athletes (remember, these guys are still under the NCAA’s rules). The NCAA, fearing lawsuits and other unpleasant legal stuff, sent the guy a “Cease and Desist” letter. A “Cease and Desist” letter basically means “stop doing what you are doing or we will sue your pants off”. The dude, not wanting to get his pants sued off took down his site.

                Fast Forward to now:

A couple months ago a few guys on the College Sports board started making covers for NCAA Football 2004 using current NCAA athletes. It was decided by “The Management” that getting sued by the NCAA is not a swell thing to happen. So anything having to do with created NCAA covers is immediate deleted.

That is why there is problem in talking about a modified cover of a video game.

oh, ok. that's one of the 2 problems i have with college sports, players deserve some form of compensation, but not at a pro level.
