PC question

I'll try to explain this as best as possible.

It seems like every site I go on, I have to side or scroll up scroll just to see the whole screen. Like the new Pacman game on OS, the whole board doesn't fit on the screen. For that I have to scroll up if. Is there anyway to fix this???
