I'm sure the mods can clarify this, but I'm pretty sure this is how it works. I'm guessing that OS is pay's to have a domain name and then also pays a straight fee based on bandwidth. If they go above the allotted bandwidth then they have to pay more money - whatever the next level is.

At least this is how I understood it. So posts with pictures and such increase the amount of bandwidth needed....

I hate that too. It is just easier to read if you quote only what you specifically want to quote, not just the whole thing. It is just lazyiness at rearing its ungly head.
