Relegation/Promotion Question

What leagues have a relegation/promotion system? I'm fairly new to international football and I see there are some countries with multiple leagues, but it doesn't specify that there's a relation/promotion system. I'm trying to find a low rated team that I could potentially get promoted. Any help is greatly appreciated.

England(4 leagues)
Germany(2 leagues)
Spain(2 leagues)
Italy(2 leagues)
France(2 leagues)

These are the only ones in FIFA 14 with Pro/rel. Anytime you see 1 country with multiple leagues then it's a Pro/rel system. They all have different rules, like how many teams go up or down.

Is there a website were the promotions rules are i will like to start a 2 tier league and move up to the big boys
