According to EA's own release regarding Women's teams in FIFA 16, they mention one of the platforms being PC.

FIFA 16 is scheduled to release on September 22nd for North America on Xbox 360, Xbox One, PlayStation 3, PlayStation 4 and PC.

The modding community would be very disappointed. Plus, I do believe that the pc version still sells well enough to justify the production of it.
