Online play: What is the number and FF looking button online?

So I've played a good bit of games online and sometimes when they are showing a replay of a goal or an event there will be a number up in the top-left side of the screen and then to the right it'll have a button that looks like a "Fast forward button".

    Example: 2/3 >>

You can click and put a checkmark in there. Is this basically asking everyone to skip the replay to advance? Or what does it mean?

I believe this is just waiting for everyone in the match online to hit the button to resume or fast forward past replays

if the player on the other side doesn't it will stay

    I could be wrong

Yep, it is the agree to proceed button. Both hit it for the checkmark and on you go.
