If you look at the Brazilian teams, they all have randomly generated players of various ages.

What happened was EA finally got the license for the Brazilian league and then promptly didn't add any of the actual players.

Not sure if this is your answer, but could be or at least intertwined/related.
I was playing with Peru a lot towards the end of FIFA 15's lifespan, when all of a sudden star striker Paolo Guerrero disappeared from the roster. I was confused why this was and also didn't see him on Peru's original, game-release squad a few weeks later when FIFA 16 came out despite him being a regular call-up.
The reason for this, and why he still isn't on Peru or in the game, is because Pro Evolution Soccer has the rights for Flamengo, with whom he signed in the summer of 2015. As a result, he was taken out of FIFA because PES struck an exclusive licensing rights deal with Flamengo.
Another example is Christian Cueva, who was in last year's game when he was playing for Toluca in Mexico but is no longer in the game since he now plays for Sao Paulo in Brazil.
