    Microsoft versus Sony -- a Custom User Data debate

    Skyrim SE and Fallout 4 (both games by bethesda) and Pro Evo 2017 (konami) are on opposite sides of the same issue -- allowing or not allowing custom user data uploaded by the user base. i'm wondering if any of you know, without guessing, the answer as to why.

    Skyrim/Fallout4 allow user custom data that is external from the assets in the game on xbox one. infamously, ps4/sony prohibit this.

    conversely, PES 2017 allows custom user data external from the game assets on ps4. however xbox/microsoft prohibit this.

    to me this means it's not a sony or microsoft decision, but a choice by the individual developer. does this make sense to anyone else? does anyone know definitively why this opposite rule exists and seems to be contradictory depending on the game, not the console?

    Could be because of Microsoft's exclusive partnerships with FIFA. Maybe Konami figures it's not even worth courting Xbox players to that extent? Last-gen Xbox had option files, but the PS3 was always the superior system for the PES editing community.
