PS4 is Midnight EST and 9 PM PST

This is pretty bizarre if true. Simply because the game can already be preordered/preloaded and usually the time of availability is set by the publisher.

Why would this be different than the PS4 version? Wouldn't it just be regional? This makes no sense. Anywhere we can ask about this and get confirmation?

I will agree that not having a game be available until 3 AM on launch morning, COMPLETELY defeats the propose of pre downloading.

12pst has been standard for Xbox. Probably because they are in Washington on the west coast.

And plenty of people are awake still at 12pst.

Simply untrue. A lot of people have school or work in the morning and wouldn't stay up that much past midnight to play anyway. Pre-loading the game allows people to get on and play when they're ready. Plus, some people have really slow internet and downloading Madden 15 can take some people up to 15+ hours. Pre-loading has it's purpose even if the game releases at 3am EST.
