Why is it that I can't change positions on some players but not all?

An example would Lardarius Webb he plays free safety for the ravens now and I can't change his position. I can change the position for Eric Weddle.

Is this changing positions in the main roster not the CFM roster?? If in the ain roster, you have to maintain the minimum number of players per position (most positions need min 2no). So sign a 3rd FS from FA, change the position, then cut the FA (if you can... might not let you cut him if below min req).
