Everybody talks about fantasy draft in MLB 11 but i am wondering if you start a regular franchise...is there a normal draft every year in the franchise mode?

yes: June 1st/ Amateur Draft and Rule 5 Draft in December (i think)

The draft is pretty good in this game. If I had my way they're be a few more rounds with expanded rosters of course. Also, the ability to determine and edit the draft order would be awesome as well as potentials. I've wanted these options for a long time.

not sure if this is what ur talking about, but draft order is determined by the previous year's win/loss record
