Why no pass interference when ball is tipped ?

Sorry for the noob question... but somebody could please explain me why pass interferences are not charged when the ball was previously tipped by another defensive player ? What's the exact rule behind that ?

That's perfectly legal. The defender just can't hit the receiver when the ball is in the air.

The reason is that tipping the ball changes the timing on the pass completely. If a defender has timed his hit for a normal pass from the QB and then the ball is tipped and somehow still makes it to the WR, the defender can't stop and wait for the ball.

Pass interference rule ends when a defensive player touches the pass.
