I think we should have what NFL Fever did back in 2005 I think. You would lock on to the WR, then there would be a circle you would control and pick where you would want to throw the ball. More accurate passers would hit the target consistently while inaccurate QBs would not hit it as much. It also allowed for "touch" to be put on the ball and made the passing game actually feel like you accomplished something.
