Weather is scripted in franchise mode. The Pro Bowl is always 64-68 degrees with overcast. The Redskins always have clear games with the majority with winds in the teens and the wildcard at Lambeau is always snowing. Trust me, I noticed this after doing the 09-10 season like 5 times.
