Unfortunately Madden doesn't work that way. Pass Block Strength ratings counters Power Move ratings, while Pass Block Footwork counters Fitness Move ratings.
For run blocking the Run Blocking Strength determines how well a o-lineman can contain a defender, while Run Blocking Footwork determines if he can push/move him when locked in a blocking animation.
However, pushing/moving interacting blockers doesn't really work without a proper physics engine, which is why a defender with a 99 strength and power move rating still can't Bull Rush or collapse the pocket. All defenders basically have to use swim moves to shred the blocks. That is why defenders with a high block shedding rating, like Suh, are so effective in Madden 11.
