You claim it would be easier to monitor and track the payments, but that is only true for the people following the rules, just as it is now. The "shady" individuals would still be able to bypass the rules, just as they do now, unless you up the enforcement of the rules.
That has nothing to do with the rules themselves. It is not the rules that are the problem, it is the lack of enforcement.
The NCAA need to invest more money into the enforcement and prevention of these violations, and less in the investigation of the violations after the fact.
Outside of requiring boosters to perform@31 background checks not a whole lot you can do. If there's a positive taxing the money could help fund compliance offices. The more resources the more they can monitor players. But there's no way you can stop a "shady" individual from getting to these kids. But you can reduce the likely hood. If I can make 50,000 in legal booster money I'm less likely to take money to risk my college career and freedom doing something illegal.
