Completely serious question. What were you expecting based on Bungies previous work?
Every single Halo multi-player evolved into more power ups, loadouts etc etc. To me this fell right in line with their previous work as it only continued to add more things to the mix.
PvP is what it is. It's never going to be a conventional fps. It's always going to by face paced, high action arcade - like games that are dominated by power ups and BS kills. That's part of the reason I enjoy it so much is it isn't like every other game, and I love everything from Battlefield to Rising Storm. Lots of hate on here for PvP, but OS has always seemed to gravitate towards single play experience.
It does help to be decent though. Rolled 4 deep the other night. Lost our 1st match at the last second and won the next 14 straight. Not a bad night going 14-1.
Edit: I'm not implying the people who don't like PvP are not good at it with that last paragraph. Was more of a statement showing how much fun and rewarding it can be playing with a group of people, not only in PvE, but in PvP also.
