I wanna do a rebuild with a team that doesn't have a very good farm system and that has a small budget. The only teams I can think of are the A's and maybe the Rockies? Not sure if the latter fits the budget category though.

Reds have a weak farm system for the most part, and the Brewers farm system isn't very good at all. In the AL the Angles have a weak farm system.

When you start a franchise you can see the budget of each team. If you use the live roster which is how the game is designed to be played, their minor league players are generated and random.
I took Atlanta this year. Combine a low budget team with my self imposed trade restrictions and it is a challenge to build a winner.
