Forgot to clarify packages the are the RB and TE count:
22 = 2RB 2TE and 1WR
21 = 2RB 1TE and 2WR
12 = 1RB 2TE and 2WR
13 = 1RB 3TE and 1WR
As a general rule on running downs call cover 3
