Pause the game and go to Gameplan > Coaching Sliders and increase Help Defense to 100 for both teams.
Also make sure your Layup Defense Strength (Gather) slider is 65+ for both user and CPU to make sure the defense is prioritizing protecting the paint. The higher you set this, the more aggressive and skilled the defenders will be at contesting layups.
