General speed parity question mainly out of curiosity, obviously a higher number reduces the gap in speed between players and a lower number increases it. But how does the game (or Madden) go about doing this?

If I set it to 100, are faster players slowed down to reduce the gap or are slower players sped up? Likewise, if I move it to 0, are faster players sped up or are slower players slowed down?
