Are the Madden Elite Premium "Pay-to-Cheat" features really DLCs?

I was wondering about this new thing they added where you can buy a package of mini-cheats, that are sorta like the old Madden Cards of past Madden games.


They are coming off as "DLC" Downloadable content...


Aren't they really already ON THE DISC itself? Aren't you really just paying to UNLOCK them?

Paying to unlock something that's already on the disc sounds kinda wrong to me...

Just curious if that's the case or if I'm misreading it as a DLC.

The only thing I would even be remotely willing to pay for is the one that allows you to keep a player from retiring.

Since EA keeps ignoring pleas to allow us to be able to try to talk players out of retirement, this is the best I can hope for this year.

Yea, but my question is are you really paying to download and install this stuff? aka DLC?

Or is it already coded on the disc itself and it's really just pay-to-unlock?
