No. Because there were only 23 teams that year, association mode wouldn't work. Plus we edited the schedule to reflect close to the actual season, which meant reducing number of games the "non existing teams" (Bobcats, Heat, Hornets, etc) played. Every season the schedule would rotate and end up leaving different teams out.
The other issue, which was mentioned earlier in the 2k12 version of this roster, is the problem you run into when creating retro draft classes. Given that the editor knows what ends up happening (draft busts and no name players who were successful) it would be VERY tough to navigate that dilemma in my mind. Which is one reason I believe retro draft classes aren't done very much IMO.
