This is a cool idea. I stopped updating the thread, but have still been doing the FIFA Project (going through an entire 4-year cycle from right after World Cup to World Cup) with updated rankings (Elo!) and everything. Here's my suggestion for how I handled the 2nd leg scores...

First off, my games are CPU vs CPU, so that doesn't apply. But if Leg 1 finished 1-0 (or 2-1), I'd start leg 2 by controlling the trailing team and score as quick of an own goal as possible (pass back to GK, walk it in). Repeat until the deficit is reflected. It doesn't play into the away goals rule, but at least a team will play like it's down a goal.

Not a bad idea. I haven't had too many times where the CPU has played in the 2nd leg where I felt it was costing them the overall result. That said, I may flip flop in the 2nd round where I play as the higher seed first and then I can take control of the team that will almost always be behind so I can play from the start like I know I have to come back. It still won't be perfect, but I think the CPU does a good job of not playing for ties. It doesn't always start fighting tooth and nail to score from the start, but overall, I think it does a decent job of pushing to win in tie games. Since I'm generally the team that's ahead in leg 2 unless I pulled an upset in the first leg, I'd have to start as the lower team and own goal myself and then switch back to the higher team, but it hasn't been enough of a problem yet I don't think.
