If it was in fact a duplicate account (and it appears to be), nobody seriously thinks that SkyDog would tell everybody (or ANYBODY) who the account really belonged to, right?

I hope he banned the other account as well, not just the duplicate account. If it was just a dup account to stir the pot, the other one should be banned as well.
