There is some bugs happening with the 1.70 update with concerns to downloading. Also the option to retry a download when stopped to resume where you left off is not in the 1.70 update. It was there before the update but for some reason its no longer there with the new update.
I think sony wants to fix these issues first possibly with a 1.71 update before allowing a mass of people downloading the pre loads.
