No, nothing to do with overall, just potential, just like it says in the scouting report. How many people do you think outside this community are confused with this? Look here and two threads about scouting on the same page.

People look and see current overall of xyz, then they see Potential followed by a number. What does potential mean in this game? How much a player is expected to progress, such as A, B, C, etc.

You have ETA that indicates when player is expected to arrive, so not necessary to have 99 mean anything about how quickly he develops--not when you have ETA.

It also helps to know people in the area who can tip you off to one-off guys from non-traditional power programs. IMO, the game replicates this nicely insofar as it is a pretty basic interface.

So, while a good scout will know a good player when he sees one, there is absolutely area specialization in scouting for practical reasons if nothing else.
We are talking realism here? Okay, how about getting realistic hot/cold zones in the game? There are fictitious D-potential players who have hot zones like some of the best players in baseball. Reference ESPN.com for hot/cold zones and compare to real players in this game. Now, I consider hot/cold zones more important to realism than scouts, because I play the game and pitch and hit. Thus, if we are going so technical to scouts and high schools and such, then I want true hot and cold zones.

There is a wealth on information in this thread and nothing more can really be added. If we get anything concrete we can definitely open this thread up. Right now it's heading in the direction that had it locked in the first place.
