There is a force trade option I do believe but not an approval option.

Yes they will make trades. You could also turn trades to manual until June.

For what it is worth, I am playing a Phillies franchise with 30 team control. All other 29 teams are on Auto and I am just about to hit July and there hasn't been one single trade yet between CPU teams.

You can veto those "dumb" trades using 30 team control. Takes less than 30 seconds to cycle through pending trade proposals for all teams.

...and you have to have INSTANT TRADES OFF....(so you and the CPU have that 3 day window)

Yes...if you have it on....it's ...well....instant!
No way to see it on the PENDING TRANSACTIONS page and decline for the CPU controlled team(while you can if they are set to OFF)
