If you want an emotional answer, then they should start developing exclusively for PC. That's far and away the best possible outcome to me.

If you want a more realistic answer... they should be analyzing the sales of MLB 15 on the various platforms with a small consideration to sales of MLB 14, look at the broader market to see how game sales are as a whole on PS3/PS4, to try to best guess what they can reasonably expect the ratio to be for MLB 16 given similar investment in the property.
Some attention should be paid for how the PS4 as a platform is selling, to get an impression of how much greater the install base will be by the time MLB 16 launches.

Undoubtedly they have employees whose job it is to do just that, and they'll make a decision entirely based around the above with perhaps some slight alterations possible based on Sony's need to convince people to purchase a PS4.

0% should be spent on mlb for ps3 next year or very very little. Just think about this for a minute. Most console gens are 5-6 years last sony gen was 7 and xbox 8. So really when ps4 and xboxone started we where over do by like 2 years for a new gen to start. Next year is going to be the 3erd year of MLB on ps4 but in some ways because last gen was like 2 years longer then normal you could say it is like the 5th year of having mlb on ps4 and still supporting it on ps3 if they do that. Next year if they do a mlb on ps3 that is going to be the 10th year of the game on ps3 that is enough I think. How many years did madden get made on ps2? Also another way to think about it with that extra 2 years you could say this is like madden 05 on ps2. Where they still making madden on ps1 by then? Or madden 11 on ps3. Where they still making madden on ps2 by then? I would say even if they where it was basically just a roster update by that time. Or you could say it was like mlb 11 where they still making mlb on ps2 by then?
