A. Not be on the 40 man
B. Players signed at 19 must have 4 years in minors
C. Players signed at 18 must have 5 years.
So for the games sake the prospect has to be 23 and not on a 40 man.
The game correctly places most players that fit that criteria that are true prospects on the 40.
In most Sims I have done the cpu selects no one the first year.

Back in Show 15, using 1987 classic rosters, about 4 seasons in, I got John Olerud from the Jays. They already had Cecil Fielder & Fred McGriff at first, and they even had Willie Uoshaw at first too, at one point, though I don't recall if he was still on the Jays, or even in the league, by the time '91/'92 rolled around. I was the Braves and later I had the opportunity to trade Olerud, Gerald Perry & Mark Lemke for Charlie Leibrandt, one of my all time favorite Braves. Incidentally Perry & Leibrandt really were traded for each other.T-BONE.

To be eligible for rule 5, minor league players have to;
A. Not be on the 40 man
B. Players signed at 19 must have 4 years in minors
C. Players signed at 18 must have 5 years.
