Not full rain outs just rain delays, and I have not experience one yet but haven't played a franchise game yet.
I played in a RTTS AA game the other day where the commentators talked about the rain and you could hear thunder in the background. I thought this was going to be my first rain delay, but I guess the weather never got that bad and there was no delay. I am sure it's in the game, it just likely won't be happening too frequently and quite frankly I would get annoyed if it happened a lot. In a Franchise games we can control the weather prior to the start of the game. But in RTTS games we are not given this option.

I don't think it is in RttS. I've played several games in the rain and there has never been a delay or anything.
I actually had my first rain delay last night. I had a box pop up stating that it was a 30 minute delay and did I want to warm up a different pitcher or stay with the current one.

That’s awesome. I wonder if the time will be random. Makes deciding on a pitcher for your game interesting.

It's random. I had a 90 minute one in Spring Training.
I also decided to leave the pitcher in just to see the effect...he came back after the delay with 0 stamina AND confidence. Don't do that....ever (at least when the delay is that long).

does it provide you with any information regarding your pitcher's stamina or confidence level at the end of the rain delay? or do you just have to guess about whether you should replace him or not?

Not before you make the decision. You'll see the stamina and confidence when the game resumes.
I stayed with my pitcher as I had just went to the pen and he had faced only one batter. I don’t remember seeing any huge decline in stamina or confidence but it was only 30 minute delay.......I guess I need to pay closer attention next time. He came back and worked a couple more batters before I changed for a righty-righty matchup.
Well that’s pretty stupid. How do they implement something like this and leave it so bare boned? You’d think that the first thing you’d consider putting in with the prompt is the meters to show stamina so you can make an informed decision.
This company keeps teasing us with unfinished updates. Then it takes years for them to fine tune them or refine them to work properly and efficiently. I get that it’s a small team, but they keep pulling people off of the modes where actual baseball happens to work on DD and it leaves the core game a mess. And then all modes suffer as a result.
Just make 2 skus at this point. If I could turn off all of the card crap that’s forced on me in the front end I would in a heartbeat!
