I am near the end of July in my franchise and looking around the league I noticed alot of teams have not filled out 40 man roster.

In the past an injury or trade would have the teams readjust the 40 man. Does anyone else see open 40 man spots on CPU teams. I've see a few teams with 38 and a few with 39.

July 21st in my franchise and all teams have a full 40 man roster

Teams are carrying more than 13 pitchers on active roster. Pre-release was one of the rules that was new and implemented. Doesn't appear to be working correctly.
