Haven't played as many games as you with QC but I am in agreement that it appears 3-0,0-2 counts have been removed as I am yet to see them either.
If you remember when QC was first introduced back in 14, I think as RR mentions their goals were pretty clear. Cut the game time in half and keep some integrity with the Boxscore.
As time has gone on I think they have tried to give a more balanced feel to this mode and remove these 1 pitch at bats that were more prevalent in the early days with the late counts and have instead opted for a lot more 1-1 counts to give you a more real game feel but sped up.
Personally I think this was a great move, you can now take a lot more pitches instead of just coming up having to mash away especially with men on base... those all too often 3-2 or 0-2 counts were killers.
