Interesting find.

As you noted, from Russell's post back in 2014:



So it seems somewhere along the way, that changed slightly. As 3-0 and 0-2 aren't included as quick counts anymore (at least I haven't seen them in 50+ games, which would be a clear indication to me).

Also from that thread, from Russell, he explained the original reasoning behind the pillars they tried to incorporate for quick counts:



I don't see how removing 0-2, 3-0 and 2-0 would change the game time in any appreciable way, or make the game any less fun. So, I'm guessing.. but maybe somehow those counts negatively impact simulation stats in some capacity?

Unfortunate, but no one seems to be providing much other insight.

Haven't played as many games as you with QC but I am in agreement that it appears 3-0,0-2 counts have been removed as I am yet to see them either.
If you remember when QC was first introduced back in 14, I think as RR mentions their goals were pretty clear. Cut the game time in half and keep some integrity with the Boxscore.
As time has gone on I think they have tried to give a more balanced feel to this mode and remove these 1 pitch at bats that were more prevalent in the early days with the late counts and have instead opted for a lot more 1-1 counts to give you a more real game feel but sped up.
Personally I think this was a great move, you can now take a lot more pitches instead of just coming up having to mash away especially with men on base... those all too often 3-2 or 0-2 counts were killers.

For realism sake and pitch counts etc. all the [possible counts should be available even 0-0. On top of that, the counts should not be random, they should take into effect the batter's tendencies and the pitcher's tendencies. For example if you have a batter who doesn't work the count and often sees less the MLB avg of 4 pitches per AB he should start with more 0-0. 1-0. 01, counts, etc. If you have a pitcher who strikeouts more batters than the league avg per 9 then he should start with more 0-2, 1-2, 2-2 counts.

It should not be random, well a little random because you have to have games where pitchers and batters have outliers or off nights or whatever you want to call it.

Right now it makes little sense to use it because it runs a lot of the realism of the game and pitch counts are inflated.
