It obviously impacts the game, it just doesn't impact the wider systems in the game; it's an independent slider.
It's "user preference" because what that number should be is going to vary on the user. And it's not just a matter of how challenging you want it. Two users could get the same challenge level out of different values. Yes, you want that 100 mph fastball to be difficult, but not impossible, to hit. But to achieve that, someone in their thirties is probably going to use a lower value than someone in their early twenties. Someone playing on a monitor is going to use a higher value than someone playing on a tv with a fast response game mode, who is in turn going to have a higher value than someone on a tv with more input lag.
More than any other slider, that one is highly dependent on factors outside the game and operates independently from the other sliders. First thing you should do with any slider set is go into BP and figure out where that slider should be for you. I have weeks where I have it set (on Hall of Fame) to 6 because I'm seeing the ball well and hitting it all over the place. And then I have other weeks where I'm constantly chasing because I just don't pick the ball up well and I need to set it all the way down to 4. There's just so much variance with how quick a human can respond that I think people should be flexible on that slider.
